I have the same problem I checked the list and with the compatible CPU's under the windows 21H1 version and under intel our chip set is listed in the range of compatible CPU's but health check gives the not supported, both Dell and Windows help told me its out of their control what health check is doing????? they refused to help. I have looked on Dell website and all they want you to do is buy a new computer, they are even selling the same computers as what I already have but with windows 11 on them so I would like to know what they are doing to make them windows 11 ready but wont help us out????

Unfortunately, your processor is not compatible with the Windows 11. You may look into the list of compatible processors for the Windows 11 on: -us/windows-hardware/design/minimum/supported/windows-11-supported-intel-processors
Microsoft change requirements and supporting CPU for devices which are following new principles and they have lower likelihood of crashing and error and with higher security. Take a look at: -us/windows-hardware/drivers/develop/dch-principles-best-practices -insider/2021/08/27/update-on-windows-11-minimum-system-requirements-and-the-pc-health-check-app/ You may open start and search for feedback and open Feedback Hub app and file a report and suggest your processor to be supported.
I could successfuly install windows 11 on my lenovo 300 15isk which has i7 6500u. I'm not sure how they say it's not supported. the lenovo website also did not list my laptop as windows 11 supporter too. but it's working great so far for me!
@Reza Ameri have you checked this list of supported processors for upgrading to Win 11 from Win 10 V21H1 -us/windows-hardware/design/minimum/supported/windows-10-21h1-supported-intel-processors and from Win 10 V21H2 -us/windows-hardware/design/minimum/supported/windows-10-21h2-supported-intel-processors 2ff7e9595c
